ECOWAS Efforts to Support AfCFTA Implementation
a) Regional Strategy and Vision 2050 Alignment
The ECOWAS Regional AfCFTA Implementation Strategy, adopted in July 2023 by the 90th Ordinary Session of the Council of Ministers and refered to in earlier paragraphs, provides the framework for Member States’ integration into the continental market. It is closely aligned with ECOWAS Vision 2050, which aspires to a “community of peoples fully integrated in a peaceful, prosperous region, with strong institutions that respect fundamental freedoms and work for inclusive and sustainable development.”
The Strategy outlines five strategic objectives:
- Improve the effectiveness of regional integration frameworks.
- Harmonize and coordinate national AfCFTA implementation strategies.
- Strengthen productive capacities in the region.
- Facilitate access to AfCFTA markets.
- Leverage the AfCFTA for women’s empowerment and youth inclusion.
(b) Institutional Structures
- The Regional AfCFTA Committee (RAC), inaugurated in November–December 2023, serves as the main regional coordination platform.
- Subsequent RAC meetings were held in October 2024, with the third held in November 2025.
(c) Capacity Building and Technical Assistance
ECOWAS has rolled out targeted training and sensitization initiatives for Member States and regional stakeholders, including:
- Capacity Building for Private Sector Leaders on the AfCFTA (Lagos, July 2024).
- Capacity Building for Federation of West Africa Employers’ Association on (Accra, April 2025).
- Capacity Building on the AfCFTA for Judges and Legal Advisers of ECOWAS Institutions (Abuja, October 2024).
- Capacity Building on Dispute Settlement Mechanisms Under the AfCFTA & ECOWAS Instruments For Judicial Officers of ECOWAS Community Court of Justice (Banjul, June–July 2025).
In addition, ECOWAS has developed a regional communication strategy to raise awareness of the AfCFTA. Workshops have been conducted with civil society, journalists, and women traders/entrepreneurs in Lagos (2022) and Dakar (2022), with a focus on the free movement of goods and people.
